POSITION SUMMARY

The Airport Services Scheduler is responsible for developing, publishing, and maintaining employee schedules that ensure appropriate staffing levels for wheelchair assistance, security, and porter operations. This position forecasts labor requirements against flight schedules and customer demand, deploys the right number of qualified employees to the right place at the right time, and reviews worked hours, including overtime, for accuracy and compliance with company policy, labor law, and airline and airport service standards.

Working closely with station leadership, the Scheduler aligns labor resources with operational demand and budget targets, supporting service quality, contractual performance, and cost efficiency across the operation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Workforce Planning and Forecasting

  • Forecast staffing requirements using flight schedules, historical passenger and wheelchair volumes, seasonal trends, and airline service-level requirements.
  • Translate forecasts into daily, weekly, and monthly staffing plans aligned with approved labor budgets.
  • Identify anticipated coverage gaps and recommend solutions to station leadership in advance.

Scheduling and Resource Allocation

  • Build and publish employee schedules that balance service demand, labor cost, employee availability, skill sets, and regulatory requirements.
  • Manage shift assignments, shift swaps, and time-off requests in accordance with company policy and operational needs.
  • Maintain accurate employee availability, certification, and qualification records to support proper deployment.

Real-Time Monitoring and Adjustment

  • Monitor staffing levels and productivity metrics throughout the operating day and adjust deployment in response to flight delays, irregular operations, weather events, and unplanned demand.
  • Resolve scheduling conflicts arising from absences, call-outs, tardiness, and operational changes, coordinating replacement coverage as needed.
  • Communicate schedule changes promptly and clearly to supervisors and frontline employees.

Timekeeping and Payroll Support

  • Review timecards for accuracy, verify hours worked against schedules, and correct missed punches and exceptions.
  • Identify, track, and report overtime, premium pay, and other additional hours; flag trends and root causes to management.
  • Support payroll processing by ensuring timekeeping records are complete and approved by established deadlines.

Compliance

  • Ensure schedules, meal and rest breaks, and working hours comply with federal, state, and local labor laws, company policy, and airline contract requirements.
  • Maintain scheduling and timekeeping documentation in support of internal audits, customer reviews, and billing verification.

Reporting and Analysis

  • Prepare and distribute recurring reports on staffing levels, scheduled versus actual hours, overtime, attendance, and labor cost against budget.
  • Analyze labor data to identify efficiency opportunities and recommend improvements to scheduling practices.
  • Perform other related duties as assigned.

QUALIFICATIONS

Education and Experience

  • Bachelor's degree in Business Administration, Logistics, Operations Management, or a related field; an equivalent combination of education and directly related experience may be considered.
  • Minimum of three (3) years of experience in workforce scheduling, staffing, forecasting, operations, or data analysis.
  • Experience in airport, airline, aviation ground handling, or other 24/7 service environments strongly preferred.

Required Technical Skills

  • Microsoft Excel (Intermediate to Advanced): Pivot tables, XLOOKUP/VLOOKUP, conditional formatting, data validation, formulas, and charts for building schedules, forecasts, and labor reports.
  • ADP: Timecard review and approval, exception and missed-punch management, PTO and leave tracking, and payroll support reporting (ADP Workforce Now or ADP time and attendance modules).
  • Workforce Management / Scheduling Software: Hands-on experience with one or more scheduling platforms such as UKG (Kronos), ADP Workforce Manager, When I Work, Deputy, Shiftboard, or comparable systems.
  • Microsoft Outlook: Calendar management, distribution lists, and professional email communication with supervisors, employees, and customers.
  • Microsoft Teams, Word, and PowerPoint: Collaboration, documentation, and presentation of staffing reports to management.
  • Flight Information Tools: Ability to interpret airline flight schedules and use flight tracking or operational data sources to align staffing with arrivals and departures.
  • Data Accuracy: Strong data entry skills with a high degree of accuracy and attention to detail.

Preferred Technical Skills

  • Experience with Power BI, Tableau, or similar data visualization tools.
  • Familiarity with airline customer systems, wheelchair dispatch applications, or passenger service tracking platforms.
  • Working knowledge of labor forecasting methods and staffing models.

Operational Knowledge

  • Understanding of airport passenger services, including wheelchair assistance, security, and porter operations.
  • Familiarity with airline service-level agreements, on-time performance drivers, and irregular operations.
  • Working knowledge of wage-and-hour requirements, including overtime and meal and rest break rules.

Core Competencies

  • Strong written and verbal communication skills; bilingual (English/Spanish) a plus.
  • Exceptional attention to detail and organizational skills.
  • Analytical thinking and sound problem-solving in time-sensitive situations.
  • Ability to work calmly and effectively under pressure and manage multiple priorities.
  • Professionalism, discretion, and the ability to handle confidential employee information.

WORKING CONDITIONS AND REQUIREMENTS

  • Work is performed in an airport office environment with periodic time on the concourse and in operational areas.
  • Must be available to work flexible hours, including early mornings, evenings, weekends, and holidays, and to respond to operational disruptions as needed.
  • Must successfully complete a background check, fingerprint-based criminal history records check (CHRC), and all requirements to obtain and maintain an airport security identification badge.
  • Must be able to sit for extended periods, use a computer for prolonged periods, and walk throughout the airport terminal.
